Sure Start has been part of the Welsh Assembly Government´s strategy for children since 1999. It is targeted at the under fours, encouraging the development of the children at the most formative stages of their lives. The programme engages with parents to promote the child´s physical, intellectual, social and emotional development.

The Sure Start "Stay and Play" session at the Centre gives parents and carers of children under four the opportunity to take part in inclusive, stimulating, fun activities. Qualified play workers work in partnership with parents and carers to support and enhance their role as the child´s first educator. Parents from both communities of Ely and Caerau can access Sure Start support that is based at the Centre.
